What is a nominal scale?

A nominal scale is a set of mutually exclusive categories, which have no particular ordering to them. If you’re controlling for ethnicity in a study, you might assign a number to the different ethnic groups represented in your sample, but it’s just a term of convenience – group 1 is not ‘lower’ than group 2, etc.
